Changing zoning is absolutely nuts in terms of how easily and affordably cities can address the cost of living crisis. Just allow more density (or even set minimum density) instead of forcing only low density development, allow small neighborhood commercial (like < 500 sqft grocers and cafes, and no booze) allow more mixed use, drop parking minimum requirements, and establish transit-oriented zoning.
