2. be fucked up for the people it was intended to continue working for

Seems like the kind of thing that would disproportionately affect those wrongly convicted of crimes they didnt commit. Im not sure what the wrongful or overturned conviction rates look like though, and it would probably be an underestimate given there are some who finish their sentence without an exoneration
