How about every signing country of the ICC agreement call in their Mongolian ambassador and clarify to them that “pacta sunt servanda” is a key component of international trust, and that other nations might not feel bound to other agreements agreed and signed with Mongolia?
Like…I get it. Realpolitik has to win out here; trying to arrest Putin while sandwiched between two countries who would be really pissed off if you tried it may not be the best of moves.
That being said, I don’t know enough about Mongolian politics to judge if it’s a matter of “can’t” or “won’t”. “Can’t” is something I can begrudgingly understand; “won’t” is just shitty.
