Of course the Pentagon has plans for that. They have plans for anything you could possibly conceive of, and they update them fairly regularly as things change. The entire purpose of those plans is to have 90-99% of the planning for anything we could possibly want to use the military for already done. It would be more surprising if the Pentagon didn’t have a plan already.
